Abutting property owners can buy creek land

This law lets New York City sell land now or formerly under Whale (Wyckoff) Creek in Brooklyn (Lot 1, Block 2612). Only people or entities that own property next to this land can buy it, and they must own it at the time of sale. For five years after the law takes effect, the mayor can approve a sale without competitive bidding and set the price and terms. Sales still go through required city land‑use review. The city must get an independent appraisal first. If the sale price is below fair market value, the city must dedicate extra funds to buy or improve other Brooklyn waterfront property to make up the difference.
