Facilitates the marketing of any issue of serial bonds or notes of the city of Buffalo issued on or before a certain date

Buffalo can privately sell bonds through 2027

The law lets the City of Buffalo sell its serial bonds or notes by private sale or negotiated underwriting. This applies to issues dated on or before June 30, 2027, even if other laws limit private sales. The New York State Comptroller must approve the sale terms and conditions. The authority operates under the Buffalo Fiscal Stability Authority law. Underwriters can be paid by a negotiated fee or by buying below par plus accrued interest. The city treats these sale costs as preliminary costs. The act takes effect immediately.
