Responders get registered residents’ disability information

Public Safety must make the disability database available to state and local law enforcement through its automated data system. Countywide 9-1-1 systems must share relevant disability information when a call concerns a registered person. This information goes to responding police officers, emergency medical workers, and firefighters, as applicable. The database includes information needed to identify the person as having a disability. Database information is not a public record.

Broader disability registration with required paperwork

Keith’s Law broadens who can voluntarily join Ohio’s communication disability database. Covered diagnoses include intellectual, hearing, speech or language, visual, orthopedic, serious health, and specific learning impairments, including dyslexia. Autism, traumatic brain injury, deaf-blindness, and serious emotional disturbance also qualify. Mental health conditions qualify when symptoms make daily activities or interactions with others difficult. Adults age 18 or older can register themselves; parents can register minors, and guardians can register people of any age. The verification form requires names, the helper’s relationship when applicable, a signature, and the person’s or helper’s home address and phone number. A physician, psychiatrist, psychologist, clinical nurse specialist, or certified nurse practitioner must sign a diagnosis certification. The form also requires that professional’s name, business address, phone number, and license number. Ohio’s disability, developmental-disability, and public-safety agencies must post the form online; the first two must also provide public outreach. Registered people, parents, or guardians can request removal using the form’s removal option. Public Safety must remove the person immediately after receiving a properly completed removal request.
