Oklahoma agencies need express written approval from the Governor or appropriate cabinet secretary before proceeding with rulemaking. Approval must arrive within 30 days after notice; without it, the agency cannot proceed. Agencies also lose the fast-track repeal exception and must follow the standard process, including at least 30 days for public comments. Rule impact statements must now explain alternatives, estimate state staff time and resources, and summarize and compare similar federal regulations. Statements are due before notice or within 15 days afterward, unless the Governor grants a waiver for good cause with written justification. These changes do not directly set household benefits or costs; effects depend on the rules involved. The act lists July 1, 2025, as its effective date, but also declares immediate effect upon passage and approval.
