Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Broader farm exemptions, less worker coverage

The law expands the farm, ranch, and horticulture workers’ compensation exemption from under $100,000 to under $150,000 in prior-year gross payroll for those workers. It applies only during qualifying work periods and excludes workers operating motorized machines. The law also excludes some dependent children of farm, ranch, livestock market, or other agricultural business owners. The supplied text leaves unclear which employment relationship qualifies for that child exclusion. These exclusions reduce businesses’ coverage duties but leave affected workers with fewer workers’ compensation protections.

Workplace medical plans gain contracting options

Certified workplace medical plans can now make care agreements with group self-insurance association plans and third-party administrators. This expands their options for arranging workers’ compensation care. The contracting change does not set new benefit or payment amounts.
