The law provides up to $15 million to Oklahoma’s Department of Mental Health and Substance Abuse Services. This one-time funding fills gaps in the project to replace Griffin Memorial Hospital’s capacity. The money comes from Statewide Recovery Fund (497) funds not already set aside for other uses. Spending must follow recommendations adopted by the Joint Committee on Pandemic Relief Funding on April 15, 2026. The act names July 1, 2026, as its effective date, but also declares immediate effect upon passage and approval. It does not provide direct payments to households.
