The law directs $13 million from Oklahoma Department of Agriculture, Food, and Forestry funds already appropriated in House Bill 2766. Oklahoma State University's Robert M. Kerr Food and Agricultural Products Center gets $1 million for operating costs. Offices affiliated with the university's Cooperative Extension Service get $5.2 million. Research centers affiliated with its Agriculture Experiment Stations get $1.3 million. Langston University's cooperative extension and agriculture research programs get $5.5 million. These allocations do not create direct household payments or a new appropriation. The act states an effective date of July 1, 2025. It also includes an emergency clause stating that it takes effect upon passage and approval.
