More funding for Oklahoma Medicaid programs

Beginning July 1, 2026, the state provides $99.5 million ($99,494,450) from the Health Care Enhancement Fund to the Oklahoma Health Care Authority for the year ending June 30, 2027. This money supports Medicaid and other OHCA programs. Funds come from Health Care Enhancement Fund money not otherwise appropriated.

OHCA staff pay and expenses

Starting July 1, 2026, the OHCA Administrator sets job duties and pay when other laws do not. OHCA can pay work costs for the Administrator and employees, like dues, licenses, memberships, and in‑state continuing education. For full‑time staff who use those skills on the job, OHCA may also pay medical malpractice insurance when Title 63, Section 5006(B) is met.

Cash‑flow tools for OHCA payments

Starting July 1, 2026, OHCA can move money into disbursing Funds 200, 245, 340, and 425 to cover program costs. Transfers must be directed by the OHCA Administrator, approved by the OMES Director, and cannot exceed the cumulative equal monthly allotments from General Revenue and the Health Care Enhancement Fund. OHCA may shift money between FY 2027 and FY 2026 disbursing funds to pay bills, but must make equal offsetting transfers, submit requests in writing to OMES, and keep records. The Administrator can ask to exempt unexpected federal awards after July 1, 2026 from spending and budget limits. Through the OMES Director, the Administrator can also ask the Tax Commission to transfer tax collections early so funds reach OHCA sooner to fix cash‑flow problems.
