Beginning July 1, 2026, the law directs $3 million from Senate Bill 1177 funds to qualifying Oklahoma health centers. Centers must be incorporated in Oklahoma and authorized under Section 330 of the federal Public Health Service Act. The money supports primary care in or near designated underserved areas or populations, including medical, dental, mental health, or substance abuse care. Payments must reflect patient volume and access for uninsured people. The Health Department develops the payment method, and the State Commissioner of Health can put it into rules.
Beginning July 1, 2026, the law directs $150,000 to maintain sickle cell outreach programs. The money comes from Health Department funds appropriated in Senate Bill 1177. The law does not set individual eligibility rules or provide household payments.
Beginning July 1, 2026, the law directs $1 million from Health Department funds appropriated in Senate Bill 1177 toward financial oversight. The department must hire or contract with a financial expert. The expert monitors the budget’s financial health at the Department of Mental Health and Substance Abuse Services and reports to the Legislature. This funding does not itself change who qualifies for services.
The law provides up to $150,000 from Oklahoma’s General Revenue Fund to the Health Department to carry out House Bill 3644. The money covers the fiscal year ending June 30, 2027, and only as much as needed is available. This law does not explain which services or households House Bill 3644 affects. It lists July 1, 2026, as its effective date. It also includes an emergency clause stating that it takes effect upon passage and approval.
