Funding expands Tulsa behavioral health capacity

The law funds expansion of the Tulsa Center for Behavioral Health to meet increased demand for mental health services. It provides about $7.93 million, or an amount sufficient to meet the need, from Oklahoma’s Statewide Recovery Fund. The Department of Mental Health and Substance Abuse Services receives the money to expand the center’s facilities and capacity. Spending must follow Joint Committee on Pandemic Relief Funding recommendations adopted May 12, 2025. The law took effect upon passage and approval.

Funding replaces Griffin Memorial Hospital facility

The law redirects $66.5 million of an earlier $87 million Statewide Recovery Fund appropriation for Griffin Memorial Hospital. The mental health department must use it to buy and renovate a replacement facility, rather than build one. The site must be within a 30-mile radius of the State Capitol Building. The department must hire an outside construction manager experienced in behavioral health hospitals. Spending must follow Joint Committee on Pandemic Relief Funding recommendations adopted May 12, 2025. If less than $66.5 million remained uncommitted at approval, funding is limited to that balance after spending, commitments, and transfers. The law took effect upon passage and approval.
