Counties receive a direct road-funding share
For fiscal years beginning July 1, 2021, through June 30, 2031, counties receive 25% of the monthly County Improvements for Roads and Bridges Fund allocation. This leaves less of that allocation in the fund. The Oklahoma Tax Commission distributes the county share in three equal parts based on area, certified road miles, and bridge replacement costs. Beginning July 1, 2031, the bridge-based part uses each county’s share of bridges listed in the transportation department’s 2020 Bridge Summary Report. The law changes where existing funding goes, not the total funding amount.
Service Oklahoma keeps some registration revenue
Beginning January 1, 2023, the first $100,000 Service Oklahoma collects from motorcycle and moped registrations goes to its revolving fund. This allocation rule does not change the registration fees vehicle owners pay. As part of consolidating vehicle-revenue rules, the law also repeals 47 O.S. 2021, Section 1104. The repeal took effect upon passage and approval under the emergency clause.
