Oklahoma creates cybercrime and fraud unit
The law creates a Cyber Crime and Fraud Unit within the Oklahoma State Bureau of Investigation. It investigates cybercrime, financial fraud, identity theft, and crimes involving digital evidence. It also provides digital forensics, technical help, analysis, and law enforcement training, and coordinates with federal, state, tribal, and local partners. The unit uses only the bureau’s existing powers; the law does not expand its authority. Investigations require an authorized request or referral, lawful direction from the Governor, or another basis under existing law. The bureau’s director can assign staff, shift resources, and set internal procedures, and the bureau can issue rules. A new state fund supports the unit, and its money remains available across fiscal years. Deposited money is authorized for the unit’s work, but the law sets no funding amount. Spending requires claims approved through the state management office and payment warrants issued by the State Treasurer. The law lists July 1, 2026, as its effective date, but also includes an emergency clause stating it takes effect upon passage and approval.
