Roofing contractors face rules with transition relief

Beginning January 1, 2027, Oklahoma contractors need a residential roofing endorsement to offer or perform residential roofing work, with exceptions. Most applicants must pass an approved exam with at least 70% and meet the Roofing Contractor Registration Act's other requirements. New applicants cannot sell, bid, inspect, offer, or perform this work before their endorsement is issued. The Board cannot issue their endorsement until at least 30 days after they pass the exam. Contractors registered and in good standing by January 1, 2027, can keep working while applying until January 1, 2028. During that transition, they must pass the exam or complete 10 extra training hours approved in advance by the Committee of Roofing Examiners. Their endorsement is issued immediately once they meet the requirements. Contractors who also hold a current commercial roofer endorsement on January 1, 2027, skip the exam and extra training. Starting January 1, 2028, everyone performing residential roofing work must hold a valid endorsement unless exempt under the Act. Labor contractors are exempt only when they provide labor alone, supply no materials, and work directly for a registered, residential-endorsed contractor. Exams must be uniform, practical, and offered at least monthly. Applicants must wait 30 days after their first failed attempt and 90 days between attempts after later failures. During a state of emergency, the registrar can make exams available as often as possible. Renewals require continuing education hours set and approved by the Committee of Roofing Examiners; no hour count is specified here. The act lists July 1, 2026, as its general effective date and also includes an immediate-effect emergency clause.
