Effective immediately, Oklahoma county purchasing agents can authorize officers to use purchase cards issued through county depositories. Qualifying countywide, multicounty, and county-awarded contract purchases have no card transaction cap. Neither do utilities, payments to other public entities, qualifying emergency purchases, or professional services defined by state law. Other transactions are capped at the greater of $5,000 or the purchasing agent’s limit. The agent’s limit cannot exceed the legal threshold for fair and reasonable acquisitions. Cardholders must sign an agreement and complete required training. Applicable bidding, emergency-declaration, and purchase-order rules still apply unless expressly exempted. Counties must publish complete purchase descriptions with payment warrants. Counties can seek sealed bids for card services; resulting contracts must be awarded in public meetings based on overall benefit.
