If an employer breaks Oregon’s youth-employment laws or BOLI’s rules, BOLI can revoke the employer’s right to hire minors in the future. The employer gets a hearing at BOLI before any revocation. Losing this right can disrupt staffing for businesses that rely on teen workers.
Rules on how many hours a minor may work must be at least as strict as the federal Fair Labor Standards Act as of January 1, 2026. Oregon may be stricter only to carry out later federal or state changes that raise protections for minors. This protects young workers and limits how employers schedule them.
The law requires any employer who hires minors to apply each year for a BOLI employment certificate. The application must state how many minors you expect to hire, what they will do, and what equipment they will use. BOLI adopts rules that explain how to get and keep this certificate. Each year, BOLI also gives applicants an information sheet that sums up all youth-employment laws.
All school districts must cooperate with BOLI and, on request, share minors’ age and schooling information. This creates new reporting work for schools and helps BOLI enforce youth-employment rules.
