Tariff relief grants for small businesses

The law creates grants of up to $10,000 per approved application for businesses facing significant cost increases from federal tariffs. Businesses must have Oregon headquarters or main operations, at least two years in business when applying, and annual gross sales of $500,000 or less. They must show tariff-related cost increases and apply through the Oregon Business Development Department's process. The department must set application forms, required records, and deadlines; rejected applicants cannot appeal, but eligible businesses can reapply. For the 2025–27 budget period ending June 30, 2027, lottery-funded spending limits rise by $950,000 for grants and $235,846 for operations. The law takes effect upon passage, and the grant program ends January 2, 2029.

Updated trade strategy supports Oregon exporters

The Oregon Business Development Department must update Oregon's trade strategy with port, tourism, agriculture, and other selected partners. The update must identify foreign-market opportunities, including building support in emerging markets. It must support trade missions to and from Oregon with shared messaging, promote exports, and attract foreign investment. It must also address technical help for exporters, including those affected by tariffs, to reach international markets and expand. The law sets no specific funding amount or completion date for this update.
