New district fees possible for homeowners

The law lets local service districts use more tools to pay for service facilities. Districts can use property assessments, service or connection charges, ad valorem taxes, bonds, and other allowed funds, alone or together. If your home is in a district, you could see new or higher assessments, fees, or taxes. Financing must follow the district’s adopted order.

Planning help for industrial symbiosis

The state creates a plan to grow “industrial symbiosis,” where businesses share or reuse waste and resources. The Business Development Department writes a Roadmap that finds opportunities, best practices and technologies, barriers, and ways to measure progress. A report is due to lawmakers by May 1, 2027. The state also gives technical help to four pilot communities: COR Healthy Communities, Clatsop County, Klamath County, and the Port of Morrow. Help includes planning and design, community meetings, finding infrastructure needs, and at least one engineering and cost study per community. The state must pick a provider by open bid and start the help by August 31, 2026. Funding: $250,000 for the Roadmap and $900,000 for the pilots for the budget period ending June 30, 2027.

Symbiosis planning programs end in 2029

The Industrial Symbiosis Roadmap and the pilot assistance authority end on January 2, 2029. After that date, the state stops running those programs created by this law.
