Eligible districts can fund service facilities

Eligible districts can use money from charges for district services, facilities, or commodities to build, run, or maintain service facilities. This authority applies to districts providing services authorized under ORS 451.010 (1)(a) or (5). The law does not require a new or higher charge or set its amount.

Four communities get resource-sharing planning help

The Oregon Business Development Department must provide project-planning help to COR Healthy Communities, Clatsop County, Klamath County, and the Port of Morrow. The law provides $900,000 from the General Fund for the budget period ending June 30, 2027. Through open competitive bidding, the department must select a provider with expertise and documented experience in industrial resource-sharing planning. Help must begin by August 31, 2026, and include community meetings, infrastructure opportunities, and recommended next steps. Each community must receive an engineering and cost feasibility study for at least one priority construction or infrastructure project. The assistance requirement ends January 2, 2029; the funding does not provide direct household payments.

Oregon funds a business resource-sharing plan

The Oregon Business Development Department must plan ways for businesses and other groups to voluntarily share materials, energy, water, and by-products. The plan must identify opportunities, study best practices and technologies, examine barriers, and recommend ways to measure progress. Goals include supporting existing efforts, reducing waste and costs, creating business opportunities, raising incomes, adding jobs, and improving environmental results. The law provides $250,000 from the General Fund for this work during the budget period ending June 30, 2027. The department must report to legislative economic development committees by May 1, 2027, and can recommend legislation. The planning requirement ends January 2, 2029; it does not provide direct household payments.
