Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

New Medicaid coverage after hospital stays

The law creates Medicaid coverage for up to 100 days of skilled nursing care after a hospital stay. It serves eligible Oregon Medicaid recipients discharged from a hospital to a skilled nursing facility. Coverage starts only after federal approval; the law requires Oregon to request approval by September 1, 2025. The benefit must be included in coordinated care organization contracts entered into, changed, or renewed after approval.

More funding for Oregon care improvements

For the two years beginning July 1, 2025, the law adds state funding and raises federal spending limits for care improvements. Human Services central operations get about $2.14 million in state funds and the same increase in federal spending authority. Medicaid gets about $1.67 million in state funds and about $2.38 million more in federal spending authority. Behavioral health gets $75,571 in state funds and the same increase in federal spending authority. Health policy and analytics gets $128,128 in state funds. These budget changes support implementation work but do not themselves set household payments, eligibility, or coverage amounts.
