Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Injury and legal protections for volunteers

The Oregon Health Authority must provide workers’ compensation for registered volunteers injured during services it directs or training it conducts or approves. Coverage includes directed service elsewhere under the specified interstate emergency agreements. Registered volunteers and qualifying health providers are state agents for claims from covered services directed by a public body. Services must stay within assigned duties; specified emergency services require a Governor-declared emergency. Agent status also covers authorized training and applies regardless of pay, but does not guarantee immunity from lawsuits.

More ways health volunteers can respond

During a Governor-declared state or public health emergency, registered volunteers and health care providers may serve at centers and facilities. They must follow required procedures; designated emergency health centers must maintain emergency plans and volunteer qualification plans following state health rules. The Oregon Health Authority may send willing registered volunteers where needed in Oregon or to emergencies elsewhere under interstate agreements. Volunteers sent under the Emergency Management Assistance Compact are Oregon officers for that agreement. The Public Health Director may also deploy volunteers with Governor-level approval when the law’s multi-county or regional/national threat triggers apply.

New registry for volunteer health responders

The Oregon Health Authority may create a registry of health care providers and support or administrative staff willing to volunteer. It may require training, background checks, and physical, emotional, or immunization screenings to join. It may also issue identification cards to registered volunteers. Creating the registry and issuing cards are optional, and no one must volunteer.
