Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Faster streetlight projects and payments

The system operator must give each city an inventory and scope for streetlights. After the Energy Bureau approves an Agreement and all prerequisites are met, it must issue a Work Order. The operator must set billing, payment, advance, disbursement, and reimbursement methods and avoid a reimbursement‑only model, including use of the Fondo Rotatorio when allowed. Payments require documentation, inspection, validation, and acceptance. All public‑lighting install, repair, maintenance, and modernization projects are a priority and must be finished within three years.

Rules for city streetlight projects

Cities can do public‑lighting work only through Collaboration Agreements with the power system operator that the Energy Bureau approves. Agreements must spell out the exact work, timelines, roles, safety and technical standards, insurance, and federal‑fund terms. Only licensed, trained, and insured workers may do the jobs. The law bans taking autonomous control of the grid, working on live or uncovered equipment without approval, doing work without a Work Order, hiring unlicensed staff, and using funds for ineligible work.

Stronger oversight and public tracking

The Energy Bureau can approve, condition, modify, suspend, or revoke Collaboration Agreements and Work Orders. It can inspect, audit, and investigate, and must issue rules within 30 days. It must keep a public Registry listing each city, the scope of works, the date signed, and the term. It may require regular reports and documents. It can order stop‑work and corrective actions, suspend or revoke Agreements, and bar new interventions. It must give notice and a chance to be heard, except in emergencies that threaten safety, the grid, or federal funds.
