New Blackstone Valley plates for drivers

Effective upon passage, the law authorizes Rhode Island to offer Blackstone Valley Tourism Council special license plates. Plates cannot be issued until minimum prepaid-order requirements are met. The Council handles the first order and must meet those requirements and submit paperwork before requesting production. The Council designs the plates with the motor vehicle agency, and State Police must approve the design. Drivers replace their regular plates, keep the same registration number, and carry their existing registration certificate, which remains valid.

Extra fees for Blackstone Valley plates

Drivers choosing these plates pay $40 extra at issuance, on top of the regular registration fee. Of that amount, $20 goes to the state general fund; $20 goes annually to the Council’s Blackstone River Valley Environmental Clean-up and Education Fund. Each later registration renewal costs $10 extra, allocated to the Council. Before receiving funds, the Council must submit an annual accounting report and must use Rhode Island-sourced money to benefit Rhode Island-based charities. Drivers receive no refund for canceling these plates early.
