Public unions get confidential worker lists

Rhode Island public employers must share employee lists with each bargaining unit's union and its affiliated statewide employee organization. This covers certified public school teachers, municipal employees, and state employees. Lists are due at least every 120 days, or more often by mutual agreement. Employers must use electronic spreadsheets, with separate columns for each field and names alphabetized where possible. Required details include employee IDs, names, work locations, departments, job titles, hire dates, birth dates, sex, and race or ethnicity. Lists also include home and mailing addresses, work and personal emails, home and personal cell numbers, and dues-deduction authorization status. Employers provide information they hold where the law sets that limit. Employers and employee organizations must keep these lists confidential; the public cannot inspect or copy them through public-records requests.
