Construction workers gain access; sites face penalties

Effective upon passage, Rhode Island construction site owners, operators, and managers must keep an access point open during construction. This covers public and private sites, allowing workers to freely enter and leave on foot or by vehicle. A first violation brings a written warning and an order to open or unlock the barrier. Later violations immediately stop work until a hearing is scheduled with the Rhode Island Department of Labor and Training director. They also bring a $1,000 fine for each day the site was locked without an open access point.
