Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

Warwick property taxes back new city debt

Warwick must budget enough each year to repay principal and interest on debt issued under the law. Any shortfall not covered by other funds must be added to the annual property tax levy. All taxable city property backs these payments, with no limit on the tax rate or amount needed. State reimbursement for school-project debt requires Rhode Island Department of Education approval of the projects. Without that approval, the city must cover those costs without this reimbursement.

Warwick gains school and recreation borrowing authority

The law authorizes Warwick to borrow up to $50 million, in addition to its earlier borrowing authority. The money can fund two new high schools replacing Pilgrim and Tollgate, related school facilities, and on-site athletic fields. It can also fund recreation and athletic facilities throughout the city. The borrowing authority takes effect only after majority voter approval at a special citywide election. After seven years from the act’s effective date, the city council may cancel unused borrowing authority.
