Nonprofits get lower plate minimums with fees

Rhode Island generally requires 600 prepaid sets per special plate type before issuance, overriding higher minimums elsewhere in the chapter. Nonprofit sponsors can instead submit at least 150 prepaid sets for plates authorized but not issued as of July 2, 2022, or later. This option continues beyond December 31, 2025. Sponsors must also pay a nonrefundable amount: $30 multiplied by the difference between 600 and the number of sets ordered. That payment covers the state general-fund share of the issuance surcharge for the first 600 sets issued. The motor vehicle division must make qualifying plates available within six months after receiving the orders and payment. When multiple sponsors apply, it may work in receipt order, taking up to six months per plate type. The law takes effect upon passage.
