Flat $70 fee to serve court papers

Rhode Island sets a flat $70 fee to serve any writ, citation, or subpoena. Deputy sheriffs, town sergeants, and constables charge this amount. This replaces the old list of different fees. The state deposits these fees into general revenue. The law takes effect upon passage.
