Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

License and registration blocked for unpaid tolls

After RITBA’s review, if the debt is yours, RITBA can report you to the Rhode Island DMV. DMV must not renew your driver’s license or registration, register a vehicle, or transfer a registration until you pay all tolls, fees, and fines in full. DMV can renew once you enter and stay in a repayment plan. When the other state confirms payment or a plan, RITBA must send it to DMV within five (5) business days. DMV must process your renewal or registration within five (5) business days after it gets that proof.

10-day window to dispute out-of-state tolls

When another state asks under a tolling agreement, the Rhode Island Turnpike and Bridge Authority (RITBA) must independently review the claim. It must check photos, videos, or other visual proof and send you written notice. You have ten (10) days from the date on the notice to submit documents and explain why it is wrong. RITBA must consider what you send before taking further action.

Rental car fleets exempt from DMV blocks

The DMV denial rule does not apply to vehicles owned by a rental company under state law. Rental fleets do not face license or registration blocks based on out-of-state toll reports. The rental company still owes any toll amounts due.
