Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 1 costs, 1 mixed.

Harrisville committee gains more spending flexibility

Harrisville’s operating committee can add or increase budget items within a 5% budget overrun limit, up from 2.5%. Going above 5% still requires prior district approval at a special meeting. The annual tax levy and assessment deadline moves from August 15 to August 22. This deadline change does not change tax rates, amounts owed, or payment dates.

Harrisville reshapes services and public oversight

The charter reflects the Water Department joining Pascoag Utility District to create Clear River Electric and Water District. Harrisville Fire District’s stated utility role is limited to streetlights, without specified changes to household rates or service terms. Its elected operating committee shrinks from seven members to five. At the first annual meeting after charter passage, one member gets a three-year term; others finish their elected terms. Meeting notices can appear in weekly newspapers or newspapers with digital platforms circulating in Burrillville, at least one week beforehand.
