Higher landing fees for Galilee passengers

The law lets Narragansett raise its landing fee from $0.50 to $1 per covered passenger. It covers passengers over age 12 arriving at the Port of Galilee by public or private boat. Commercial fishing vessels and people receiving free public-utility transportation under section 39-2-5 are exempt. After collection costs, receipts must support passenger health and safety, including emergency medical services; property for ferry passengers; and a fund addressing landing-related problems. The town can arrange for water carriers and marinas to collect the fee. Their collection payment cannot exceed 15% of the fee, and agreements must protect them against third-party liability from collection. Water carriers must include the fee in adult fares without needing state utility regulators' approval. The town council must issue rules to carry out the law. The town cannot seek other fees from these carriers, but it can tax their property other than vessels.
