Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

AEDs and trained responders at school events

All public and private middle and high schools must keep working AEDs on campus. AEDs are easy to find, marked with signs, and kept in unlocked spots. Schools test and maintain them per the maker’s rules and tell local EMS where they are. When school facilities are used for any school activity, and at any school athletic contest, at least one person trained in CPR and AED use must be present.

Stronger cardiac plans in schools and sports

Beginning in the 2027-2028 school year, every public and private middle and high school must have a Cardiac Emergency Response Plan. The plan sets where AEDs go, marks them with signs, keeps them unlocked, and ensures testing and upkeep. Schools must tell EMS the type and location of each AED and train key staff in first aid, CPR, and AED use. Schools with athletics must also create venue-specific emergency action plans, post them, and practice them each year. An AED must be unlocked and easy to reach at each athletic venue during games and practices. Coaches must keep training in first aid, CPR, and AED use.

State rules and donations for school AEDs

The Commissioner of Education and the Department of Health write rules and monitor schools for these requirements. Local education agencies may accept gifts, grants, and in-kind donations to buy AEDs that meet FDA standards. They may also accept donations for AED inspection, maintenance, and staff training.
