Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Hotline signs in transit stations

Public and quasi-public transportation agencies must post the human trafficking hotline sign. They must place it in every station, rest area, and welcome center that is open to the public. This makes help information easy to find for travelers and potential victims.

Sign fines fund victim compensation

All fines collected for sign violations go to the violent crimes indemnity account in the state’s general fund. The money pays awards under the Criminal Injuries Compensation Act.

Hotline signs required at certain businesses

Certain Rhode Island businesses must post the state and national human trafficking hotline sign. This applies to strip clubs or sexually oriented businesses, businesses found a nuisance for prostitution, job-recruitment centers, hospitals, and emergency-care providers. The sign must be clearly visible to workers and the public. If an employer knowingly fails to comply, the Department of Labor and Training fines $300 per violation. The $300 fine is the only remedy under this section.
