Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Right to sue and state enforcement

Beginning January 1, 2027, if you suffer self-harm or are physically or financially harmed because an AI companion broke the safety or disclosure rules, you can sue in Rhode Island Superior Court. You can ask for money damages and other court orders. The Attorney General can also investigate, sue, and get court orders to stop illegal AI companion practices, including under the state deceptive trade practices law.

AI companions: safety checks and warnings

Beginning January 1, 2027, AI companion operators must build in safety steps for Rhode Island users. The AI must respond to signs of suicidal thoughts or self-harm, threats of physical harm to others, and possible financial harm to others. It must notify the user and point them to crisis services. Operators also must tell users at the start, and at least every three hours: "THE AI COMPANION (OR NAME OF THE AI COMPANION) IS A COMPUTER PROGRAM AND NOT A HUMAN BEING. IT IS UNABLE TO FEEL HUMAN EMOTION." The notice can be spoken or shown in bold, all-caps type at least 16-point.

State AI task force advises leaders

The Rhode Island AI Task Force continues to advise the governor and legislature on AI. It studies how AI affects business, schools, healthcare, and government. It gives advice only and does not make laws.
