Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Family child care homes can serve 12 children

If you run a DHS‑licensed family child care home, your city or town cannot limit you below 12 children at one time. Licensed providers can serve up to 12 children, subject to DHS rules. You must still follow all DHS regulations and federal fair housing and disability laws. This increases provider earning potential and adds child care spots for families.

State blocks local wetland setback rules

Cities and towns cannot make new buffer or setback rules for freshwater or coastal wetlands. They also cannot use existing wetland buffers or wastewater‑system setbacks when reviewing building or renovation permits. Other local zoning rules still apply. Towns must update their codes within 12 months after related state rules take effect. This may ease permits for owners and builders near wetlands, but it may raise flood or environmental risks for nearby households.
