Faster review of insolvent hospital deals

The law creates an optional fast-track review for hospital ownership changes when the hospital is in court‑supervised insolvency. The Attorney General and Health Department can allow this option and must open public comment within 20 working days after they get a qualifying filing. They must decide within 90 days after they accept the application. The fast-track option ends one year after the law takes effect; filings sent before that date still qualify. The initial filing must include detailed plans on finances, services, staffing, pensions, community benefits, and taxes. Most materials are public, with limited confidentiality. Applicants must send two copies to both agencies by certified mail, unless an agency allows electronic filing.
