Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Easier absentee voting for military and overseas voters

If you are on active duty, tied to military operations, employed outside the U.S., or living abroad, you can use the Federal Post Card Application (FPCA) to request absentee ballots. One FPCA covers each primary and the next federal general election while you remain eligible. Your local board must get the FPCA by the absentee deadline; if you send it electronically, the Secretary of State must receive it by that deadline. Your signature on the FPCA and on your return envelope does not need a witness or notary. You can choose to get and return your ballot electronically; if you choose that option, you must return it electronically for it to be counted. The electronic system must be approved by the Secretary of State after independent security reviews and must meet federal cybersecurity standards.

Electronic ballots for disabled voters

If illness, disability, blindness, or serious mobility issues make voting at the polls an undue hardship, you are an eligible disabled voter. You can receive and return your mail ballot electronically using the state’s approved system. The system must meet federal accessibility rules under Section 508.

Get mail ballot applications automatically

You can sign a form to get a mail ballot application for every election. The Secretary of State provides the form, and local boards mail it with a stamped return envelope. The state keeps a list of voters who get these applications and may offer sign‑up online. If you no longer qualify, the local board removes you and must tell you within five days.
