Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Annual child care awareness day and budget

The House hosts the commission in even-numbered years and the Senate hosts in odd-numbered years. The commission holds a Child Care and Early Education Awareness Day every year. It also holds a joint House–Senate planning retreat every two or three years. The commission may get up to $5,000 a year in grant funding for these events, with approval from the Speaker and the Senate President.

Permanent commission on child care and learning

The law creates The Permanent Legislative Commission on Child Care and Early Learning. It reviews and recommends policies to make child care and early learning high quality, affordable, accessible, and fair. It also plans for current and future needs, including expanding pre-kindergarten. This section does not include new funding or dates.

Who serves on the child care commission

The commission has 27 members. Four House members are appointed by the Speaker, with no more than three from one party. Three Senate members are appointed by the Senate President, with no more than two from one party. It also includes named state officials and representatives from groups like Head Start, YMCAs, BOCA, RICCDA, SEIU 1199 family child care providers, Boys & Girls Clubs, Rhode Island KIDS COUNT, and others. One seat is for an early childhood program leader serving underserved communities, appointed jointly by the Speaker and Senate President from a list by the Chairs. Appointing officials must consider diversity so membership reflects Rhode Island’s demographics. The membership is reviewed and updated every three years.
