Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Statewide anti-hazing rules for school sports

The state sets a zero-tolerance anti-hazing policy for school sports. The Education Department and the interscholastic league write and enforce the rules. Hazing is defined to include acts that humiliate, degrade, abuse, or endanger a student. All schools and districts in the Rhode Island Interscholastic League must follow the same policy. Schools add education and prevention tied to anti-bullying and anti-hate work.

Stronger hazing penalties for school sports

The policy sets clear penalties for hazing. Students can be suspended from a team, and a team’s season can be canceled for serious cases. A victim’s consent is not a defense. Before any practice, meeting, game, or team event, each student-athlete signs a form acknowledging the rules and penalties. The form can be separate or part of other sports paperwork.
