Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 0 costs, 2 mixed.

2024 home code; no changes until 2030

By January 1, 2027, the state adopts the 2024 International Residential Code for one- to four-family homes. After Rhode Island aligns with the 2024 code year, the law freezes any further code changes for these homes until January 1, 2030, unless the General Assembly and Governor approve them. This sets new standards that may raise some upfront costs and then provides stable rules through 2029.

New energy code for buildings

The state building code now includes an energy conservation code based on the International Energy Conservation Code, as the committee adopts it. Builders and owners of covered buildings must meet these energy design and construction rules. This raises some upfront building or renovation costs but can lower energy bills and improve comfort over time.
