More students get in-state tuition

Beginning July 1, 2026, more students pay in-state tuition at Rhode Island public colleges. If you are not on a temporary visa, you qualify when you attended an approved RI high school for at least one year, live in RI, and graduated or earned a RI GED. You must also file an affidavit when you enroll saying you meet these rules. If you are not a U.S. citizen and do not have lawful status, the affidavit says you have applied or will apply for lawful status when eligible. Students on temporary visas can also pay in-state if they lived in RI for three years and attended a RI high school for three years. This change can save eligible families thousands each year.

Privacy and rules for in-state tuition

Beginning July 1, 2026, the Rhode Island Council on Postsecondary Education sets the rules to run these tuition changes. Colleges and state entities must keep any identifiable student information they collect for this purpose confidential, following state law and FERPA. These steps protect student privacy and make the process clear.
