Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

City rodent control pilot and fund

The law lets cities run a rodent control pilot with the state environmental agency. Cities opt in and name a lead department. They must inspect monthly for at least 3 months before and 6 months after using Integrated Pest Management, and record rodent signs and actions. The state sets rules and creates an Integrated Pest Management Fund that can use state dollars, grants, and donations. Cities that ran earlier IPM work can qualify for funds by filing the required data and getting state approval. Pilots must start by July 1, 2027, run at least 12 months, and the program ends October 1, 2029 unless extended. Within 3 months after a pilot ends, cities must submit a report to the mayor and the state agency.

Clearer pesticide and rodent-control terms

The law updates key terms in pesticide rules. It defines first- and second-generation anticoagulant rodenticides by naming the active ingredients. It also defines neonicotinoids, rodent contraceptives approved by EPA, and Integrated Pest Management. These clear terms guide licensing, labels, enforcement, and city pilot work. They do not change taxes or fees.
