Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Free lead tests for kids under six

Labs cannot charge for blood lead tests on children under six. Testing is free for families, no matter their ability to pay. This removes out-of-pocket costs for these tests.

Certified labs and statewide lead reporting

Blood samples from children under six are tested by the state lab or a Rhode Island-incorporated clinical lab. Only licensed or certified labs, with special approval for pediatric blood lead testing, may run these tests. Labs must report results to the Department of Health under its rules. The department publishes an easy-to-read statewide summary each year and shares data to support follow-up and hazard reduction.

Routine lead testing for young children

The Department of Health sets how and how often children under six are screened for lead. Doctors and clinics that serve these children must follow these rules and make sure patients get tested. State-funded child health programs must include these screenings. Parents may refuse testing if it conflicts with their religious beliefs.
