Clearer work zone rules for mobile equipment

The law tightens when construction machines count as used only "incidentally" on a highway. A vehicle counts only while it is actively working in an active work zone, or when it crosses a highway inside that zone. Driving down a highway under the machine’s own power does not count. This covers mobile equipment like graders, loaders, cranes, and other road-work machines. The rule takes effect upon passage.
