Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Mobile crisis care for kids covered

Beginning January 1, 2026, Rhode Island health plans must cover mobile response and stabilization services for children and youth age 18 or younger. The care handles an acute mental health crisis with fast de‑escalation, stabilization, and follow‑up. Services must follow the mobile crisis model and be delivered by certified providers. Insurer review cannot delay care or change the model. The rule does not apply to limited‑benefit policies like hospital indemnity, disability income, accident‑only, long‑term care, Medicare supplement, limited‑benefit, and specified disease plans.

Insurers must pay at least Medicaid rates

Beginning October 1, 2026, insurers must pay certified providers at rates at least equal to the prevailing integrated state Medicaid rate for mobile response and stabilization services. Insurers must use the state Medicaid payment method set by the Executive Office of Health and Human Services. This helps keep providers available and supports access to crisis care for children. It may raise insurer costs and could affect premiums or networks.
