Seed funding for Beaufort-Jasper water transit
The law provides $3 million to start a Marine Transportation System in Beaufort and Jasper Counties. The Department of Transportation must use the funds to attract private operators and avoid repeating past planning. The Department must report by January 31, 2027 on private engagement, commitments, spending, and the expected timeline to start service.
How one-time state grants flow
The law took effect September 1, 2026. The State Treasurer pays one-time leftover FY 2026–2027 funds to the listed items in order. Each item is fully funded before moving to the next, and items can be partially funded if money runs short. All disbursements must be made by September 30, 2026. Non‑government recipients must be registered with the South Carolina Secretary of State before payment. After verification, the state sends the money within 10 business days. Unspent funds carry forward for the same purpose. The Executive Budget Office may move items between agencies when an agency asks, after consulting the Senate Finance and House Ways and Means Committees.
