Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

More affordable homes in redevelopment areas

Beginning July 1, 2025, cities can treat affordable housing as a redevelopment project. They can use new property tax growth from the district to build or support housing, or to build needed roads, water, sewer, and other infrastructure. Housing may be public or private. Work can extend outside the district when it supports the project area or the city finds it benefits the area. Affordable means homes priced for households at or below 80% of the local area median income, adjusted for family size, using HUD figures. The law also lets related public improvement projects count as part of the redevelopment project.

35-year deadline for redevelopment bonds

Beginning July 1, 2025, cities must issue redevelopment obligations no later than 35 years after they pass the ordinance approving a redevelopment plan. This sets a firm window to sell the bonds that fund projects. It brings clarity but can also limit very late financings. It does not change individual taxes or benefits directly.
