Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Cap on Clarendon school board pay

The school board may set member pay for attending meetings, but it cannot exceed $450 per month. That is up to $5,400 per year. The cap applies starting March 7, 2025.

County must approve Clarendon school budget

Beginning with FY 2025-2026, the Clarendon County School District must send its proposed budget to the county council by May 31 each year. The county council must approve the budget. The budget must be line-item and list salaries for all administrators and department heads. Each line must be reconciled at year-end, and a detailed use-of-funds report goes in the superintendent’s annual report. These requirements take effect March 7, 2025.

New election and filing rules for Clarendon board

School board elections now use a nonpartisan election and runoff method. The county elections board runs the elections and handles ballots, managers, counts, and results. Trustees take office one week after results are certified. Candidate filing opens 12:00 p.m. August 1 and closes 12:00 p.m. August 15 (or the next Monday if those dates fall on a weekend). Candidates must file a sworn notice listing their name, age, election district, voting precinct, and how long they have lived in the county and district. These rules take effect March 7, 2025.
