Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Stricter dredging rules start in 2032

On September 30, 2032, a special dredging rule ends. After that date, maintenance dredging in areas dredged under that rule must follow Chapter 39 and new maintenance dredging regulations from this act. Plan to meet those permitting rules for any work after that date.

Faster coastal permits and default approvals

The Department of Environmental Services must decide permits on a clock. It has 90 days after an application is complete, or 30 days for minor developments. After public comment ends, it has 15 days to ask for more technical info; otherwise the application is complete. Coastal zone consistency reviews now have default approvals if late. Docks outside critical areas in the eight coastal counties are approved if review is not done within 30 days of administrative completeness. All other state permits are approved if review is not done within 90 days after public comment closes. These rules take effect April 6, 2026.

New bidding rules and outside engineers

The Department of Environmental Services can hire independent engineers to help with its work. It must set rules for who can bid on its projects. The rules can require proof of capital, experience, and past performance. These changes take effect April 6, 2026.
