Governor picks 7-member public service boards

Beginning April 28, 2025, any corporation that converts to a public service district is run by a seven-member board. Current directors stay until their terms end. After that, the Governor appoints all seven members using a county-by-county formula based on customer counts. Divide the district’s total customers by seven to get an average. For each county, divide its customers by that average to get its index. The Governor appoints the whole-number part from each county, based on the county legislative delegation’s recommendations. If seats remain, the county with an index closest to the next whole number gets an extra seat until all seven are filled. Members serve four-year staggered terms so about half are appointed every two years. Vacancies are filled the same way for the rest of the term.
