The Governor now appoints nine members to the Pee Dee Regional Airport Authority, based on county delegation recommendations. Two members must live in the City of Florence, three in Florence County, and two each in Marion and Dillon counties. Terms are four years; one initial member from each county serves two years. No one may serve more than two four-year terms. Members may get $50 per meeting, up to 12 meetings a year, unless county councils raise it.
Courts must send, each week, all fines and forfeitures collected under the airport’s rules to the Pee Dee Regional Airport District. The money goes into the district’s general operating fund. This creates a steady, small revenue stream for airport operations.
The Pee Dee Regional Airport District can apply to the federal board to create foreign-trade zones. Zones can be in Chesterfield, Darlington, Dillon, Florence, Horry, Marion, and Marlboro counties. The district picks sites, sets rules to meet federal law, and can own, build, or lease needed buildings. If approved, businesses in these zones can get customs and shipping advantages.
The Pee Dee Regional Airport District does not pay any stormwater fees. This exemption is permanent. It covers charges from state, county, or city governments and from contractors working for them. It applies to the district’s properties and operations.
