Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 0 costs, 3 mixed.

Disapproval resolutions pause automatic approvals

If no approval is enacted within 110 days, a rule takes effect on publication unless a committee has filed a disapproval resolution. The first committee disapproval resolution pauses the 110-day clock. A rule cannot be filed as an emergency while a committee disapproval is pending. If either chamber votes no on the disapproval and sends written notice, the clock resumes. If fewer than 90 days remain, time is added so at least 90 days remain. Any member may file a resolution after 30 days, but that does not stop the clock. Approval or disapproval resolutions must include the rule synopsis and the assessment summary, or say why none is required. Applies to regulations filed on or after January 14, 2025.

Economic impact reports for big rules

Two lawmakers can request an assessment report before a rule is sent for review when the rule has a substantial economic impact. A committee may require the report and pause the 110-day clock until it arrives. After the report is received, at least 20 days must remain for review. The agency must give a copy to every committee member. Applies to regulations filed on or after January 14, 2025.

New timing rules for state regulations

The law sets a 110-day review clock when an agency files a rule with the Senate President and House Speaker. The clock pauses every year from the second Friday in May through the second Monday in January. Committees get 110 days to act. If a committee does nothing within 60 days, the rule goes on the next full committee agenda. If an agency withdraws a rule before a committee resolution, the clock pauses and restarts only when resubmitted. On resubmission, at least 20 days must remain for review. These rules apply to regulations filed on or after January 14, 2025.
